After you land
The keystone step in Sweden is population registration (folkbokf枚ring) with Skatteverket, it is what unlocks a personnummer for students on 12-month-plus permits, and that personnummer in turn is what unlocks banking, subsidised healthcare, Mecenat student discounts, and most everyday services.
Book a Skatteverket identity-check appointment and register your address
MandatoryIf the study permit is for 12 months or more, notify Skatteverket of the move and register for population registration (folkbokf枚ring) and a personnummer, this is the personal identity number that unlocks subsidised public healthcare and most Swedish services. Registration requires booking and attending an in-person identity check at a Swedish state service centre (bring the passport and residence permit/UT-card); book this appointment as early as possible, as slots can be booked out for weeks. If the permit is for less than 12 months, the student is generally not eligible for a personnummer and instead may be issued a coordination number (samordningsnummer), which does not carry the same automatic access to public healthcare or social services.

Mandatory12-month-plus, population-registered students get access to Sweden's subsidised public healthcare system through their personnummer. Students on shorter permits must rely on the comprehensive private insurance (or university-provided FAS/FASplus cover) arranged before or on arrival, check it is active from the day of arrival, since gaps are a real financial risk.
Open a Swedish bank account
RecommendedWith a personnummer or coordination number and passport, open a Swedish bank account, most banking, rent payments, and many services expect this rather than a foreign card for regular use. Requirements and speed vary by bank and by whether the student has a personnummer or only a coordination number.

Enrol and obtain a Mecenat digital student card, the key that unlocks nationwide student discounts, including roughly 33% off regional public-transport passes (e.g. SL in Stockholm, UL in Uppsala) provided the student's programme is CSN-study-aid-eligible and they are registered for at least 75% of a full semester's study load. Carry the Mecenat card and photo ID together when travelling, since ticket inspectors may ask for both.

ConditionalStudents whose residence permit was granted on or after 11 June 2026 must notify Migrationsverket of their address within 30 days of receiving the permit or of any later address change, unless they complete Swedish population registration (folkbokf枚ring) instead, which satisfies the same duty. Missing this is a new and easy-to-overlook compliance trap introduced with the 2026 reform.

ConditionalComplete university enrolment. For permits granted on/after 11 June 2026, be aware of the new minimum credit-progress thresholds needed to qualify for a permit extension: at least 37.5 credits in the first year and 45 credits/year after that. Falling short puts the extension at risk, so flag this to students proactively rather than at renewal time.
Almost everything downstream, subsidised healthcare, easy banking, many phone/utility contracts, and smoother Mecenat/discount sign-ups, is simpler once the student holds a personnummer. Since that is only available on 12-month-plus, population-registered permits, actively confirm which side of that line each student's programme and permit fall on.
A coordination number lets Swedish authorities identify a short-term student, but it does NOT bring automatic enrolment in public healthcare or the full range of services a personnummer does. Students on programmes under 12 months should not assume they are covered like a population-registered resident.
