Italy University Admissions: Requirements and Intakes
Universities & admissions
Italian public universities are affordable and internationally recognised, but every non-EU applicant must clear two gatekeepers before enrolment is final: mandatory pre-enrolment on the Universitaly portal, and formal recognition of the Indian degree via a Dichiarazione di Valore (DoV) or a CIMEA Statement of Comparability.
Pre-enrolment portal
MandatoryUniversitaly (universitaly.it), mandatory for every visa-needing student
Every non-EU student who needs a study visa must pre-enrol on Universitaly before applying to VFS/the embassy for the visa. Without it, neither the visa application nor final enrolment can proceed.
Degree recognition
MandatoryDichiarazione di Valore (DoV) OR CIMEA Statement of Comparability
One of these two is required to confirm an Indian degree's standing in the Italian system. The DoV is issued by the Italian consulate/embassy after apostille + certified Italian translation (typically 4 to 8 weeks); the CIMEA statement is a paid, faster alternative accepted by most (not all) state universities.
IMAT (Medicine/Dentistry/Vet, English-taught)
ConditionalMandatory single national entrance test for these English-taught programs
Required only for students targeting English-taught Medicine, Dentistry, or Veterinary Medicine at Italian public universities; not required for other Bachelors/Masters. Administered in India (British Council centres); registration usually opens via Universitaly in late August with the test in mid-September.
Where to apply
University's own admissions portal (no uni-assist-style clearing house)
Unlike Germany, Italy has no single centralised application clearing house for all universities, apply directly on each university's international-admissions portal, in parallel with the mandatory Universitaly pre-enrolment.
Shortlist programs and confirm the application route
RecommendedCheck each university's official international-admissions page for: entry-degree requirement, minimum grade, language of instruction, whether an entrance test applies (IMAT for English-taught Medicine/Dentistry/Vet; some Masters run their own test/interview), and the application deadline. Programs and deadlines are set independently by each university, there is no single national deadline except the Universitaly pre-enrolment and visa-application windows.
Start the Dichiarazione di Valore or CIMEA process early
MandatoryDecide with the student which route their target university accepts. Most state universities (Politecnico di Milano, Politecnico di Torino, Università di Bologna, Sapienza, Università di Padova, and most others) accept the CIMEA Statement of Comparability; a few private institutions still require or prefer the consulate-issued Dichiarazione di Valore. Either way this gates final enrolment and the visa file, and both routes need an apostilled Indian degree certificate plus certified Italian translation, start the moment the university target is fixed, since DoV can take several weeks at the consulate (and is issued free of charge for verified study purposes) and CIMEA's own published turnaround is 60 working days on the ordinary procedure, reducible to about 30 working days by paying the urgent-procedure surcharge (bringing the total to roughly €250).
Don't assume every university accepts CIMEA, some private institutions still insist on the consulate DoV. Confirm with the specific university before the student pays for either.Pre-enrol on Universitaly the moment admission is confirmed
MandatoryOnce the university confirms admission (or in parallel, per the university's instructions), complete the Universitaly pre-enrolment application. This is the single mandatory step that unlocks the visa application, Universitaly generates the pre-enrolment record the Italian mission checks before issuing the D visa.

Without the Universitaly pre-enrolment, a non-EU student cannot apply for the study visa and cannot finalise enrolment at the university, regardless of how strong their university admission offer is. Treat Universitaly pre-enrolment and the DoV/CIMEA recognition step as parallel, both-mandatory tracks that must both be complete before the visa appointment.
Indian students targeting an English-taught Italian Medicine, Dentistry, or Veterinary Medicine degree must sit the IMAT, NEET is not required for IMAT or Italian admission, but Indian regulations (NMC) require the student to separately qualify NEET (or later FMGE/NExT) to eventually practise in India. Advise families on this dual-exam reality before committing.
