Cost of Studying in Italy: Tuition, Living and Proof of Funds

Italy's headline advantage is ISEE-based tuition: public universities scale fees to family income, so many Indian students pay very little. Layer in DSU regional scholarships (need + merit based) and the picture gets even better, but the visa file still needs firm proof of funds for living costs.
Proof of funds (visa)
Mandatory€10,179.85/year (2026/27) = €848.25/month
Set by the current MUR entry circolare for the 2026/2027 cycle, a large increase over the historical ~€6,947/year figure. Re-confirm every cycle; do not carry forward an old number.
Tuition (public universities)
ISEE-scaled, can be near-zero to a few thousand euros/year
International (non-EU-resident) students use the ISEE Parificato/'ISEE for university right-to-study' route, calculated by an authorised CAF (fiscal assistance centre) from family income/assets declared abroad. Low-income families can fall into a 'no tax area' band (roughly ISEE €23,000, €27,000 or below at several universities, exact threshold set per institution). Some universities (e.g. Politecnico di Milano) instead assess students whose income/assets are entirely abroad against a country-of-origin income-classification band rather than a literal ISEE figure, check whether the target university uses ISEE Parificato or a country-band method before assuming either applies.
Regional tax + stamp duty
Mandatory≈ €140 (regional tax, varies €120 to 200) + €16 stamp duty
This is an administrative fee, not tuition, every enrolled student pays it regardless of ISEE band (reductions/exemptions exist for scholarship holders and some other categories, set per region).
DSU regional scholarship (borsa di studio)
ConditionalNeed + merit based; can include cash + subsidised housing/meals
Run by each region's DSU/right-to-study agency using the ISEE for university right-to-study plus a minimum-credits merit bar (relaxed for first-year students). Both Italian and international students are eligible. Application windows commonly open July, August and close September, October, well before many students have even arrived, so start the ISEE process in parallel with the visa file.
Health insurance (SSN voluntary)
Mandatory€700/year flat rate (2026)
Legally mandatory to hold either SSN voluntary registration or an equivalent private policy, no residence permit without one. The €700 flat student rate applies only if the student has no income beyond scholarships/subsidies from Italian public bodies; it rises to €2,000/year if claiming dependants. This replaced a €149/year rate effective 1 January 2024, a roughly 4.7x increase, so do not quote the pre-2024 figure.
Document proof of funds for the visa file

Get the ISEE Parificato / ISEE for university right-to-study done early
ConditionalBook an appointment with an authorised CAF (Centro di Assistenza Fiscale) to certify family income/assets held abroad into an Italian-recognised ISEE figure. This single document unlocks both the university's own income-scaled tuition band and eligibility for the regional DSU scholarship, treat it as almost as important as the visa file, and start gathering the underlying financial documents (translated, legalised by the Italian mission) months ahead.
DSU scholarship windows commonly close September, October, an ISEE finished after that date can miss the scholarship cycle entirely, even if tuition-band relief still applies later.Choose SSN voluntary registration or private insurance
MandatorySSN voluntary registration (€700/year flat, students-without-other-income rate) gives full access to Italy's public healthcare system and a chosen family doctor, but must be paid for the full calendar year (no pro-rating) and only activates once registered in person at the local AUSL. Private insurance can be cheaper (roughly €135 to 600/year) and is accepted for the residence permit, but typically requires the student to pay upfront and later claim reimbursement, with no access to a public GP, a real risk if hospitalisation is needed. Either is legally sufficient for the permit; the trade-off is cash-flow risk versus SSN's flat annual cost.
The required amount is revised periodically by the MUR entry circolare and has jumped significantly for 2026/2027 versus recent years. Always pull the current figure from the embassy page or circolare before a student funds their account, rather than reusing a number from a prior intake.
