Study in Italy
Italy is a genuinely low-cost, high-recognition European destination once a family understands one mechanism: ISEE-based tuition. Public universities set fees on a sliding income scale, so a modest-income Indian family can end up paying near-zero tuition plus a small regional tax, and can also qualify for a DSU scholarship that covers housing and meals. The trade-off is a paperwork-heavy, deadline-strict entry gate, mandatory pre-enrolment on the Universitaly portal, a credential-recognition step (Dichiarazione di Valore or a CIMEA statement), and a hard 8-working-day clock to register for the residence permit after landing. Get the sequence right and Italy is one of the most affordable, well-recognised routes in Europe; miss the Universitaly deadline or the 8-day permesso window and the whole plan stalls.

Degree recognition

One of these two is required to confirm an Indian degree's standing in the Italian system. The DoV is issued by the Italian consulate/embassy after apostille + certified Italian translation (typically 4 to 8 weeks); the CIMEA statement is a paid, faster alternative accepted by most (not all) state universities.
IMAT (Medicine/Dentistry/Vet, English-taught)
ConditionalMandatory single national entrance test for these English-taught programs
Required only for students targeting English-taught Medicine, Dentistry, or Veterinary Medicine at Italian public universities; not required for other Bachelors/Masters. Administered in India (British Council centres); registration usually opens via Universitaly in late August with the test in mid-September.

Unlike Germany, Italy has no single centralised application clearing house for all universities, apply directly on each university's international-admissions portal, in parallel with the mandatory Universitaly pre-enrolment.
Shortlist programs and confirm the application route
RecommendedCheck each university's official international-admissions page for: entry-degree requirement, minimum grade, language of instruction, whether an entrance test applies (IMAT for English-taught Medicine/Dentistry/Vet; some Masters run their own test/interview), and the application deadline. Programs and deadlines are set independently by each university, there is no single national deadline except the Universitaly pre-enrolment and visa-application windows.
Start the Dichiarazione di Valore or CIMEA process early
MandatoryDecide with the student which route their target university accepts. Most state universities (Politecnico di Milano, Politecnico di Torino, Università di Bologna, Sapienza, Università di Padova, and most others) accept the CIMEA Statement of Comparability; a few private institutions still require or prefer the consulate-issued Dichiarazione di Valore. Either way this gates final enrolment and the visa file, and both routes need an apostilled Indian degree certificate plus certified Italian translation, start the moment the university target is fixed, since DoV can take several weeks at the consulate (and is issued free of charge for verified study purposes) and CIMEA's own published turnaround is 60 working days on the ordinary procedure, reducible to about 30 working days by paying the urgent-procedure surcharge (bringing the total to roughly €250).

MandatoryOnce the university confirms admission (or in parallel, per the university's instructions), complete the Universitaly pre-enrolment application. This is the single mandatory step that unlocks the visa application, Universitaly generates the pre-enrolment record the Italian mission checks before issuing the D visa.

Without the Universitaly pre-enrolment, a non-EU student cannot apply for the study visa and cannot finalise enrolment at the university, regardless of how strong their university admission offer is. Treat Universitaly pre-enrolment and the DoV/CIMEA recognition step as parallel, both-mandatory tracks that must both be complete before the visa appointment.
Indian students targeting an English-taught Italian Medicine, Dentistry, or Veterinary Medicine degree must sit the IMAT, NEET is not required for IMAT or Italian admission, but Indian regulations (NMC) require the student to separately qualify NEET (or later FMGE/NExT) to eventually practise in India. Advise families on this dual-exam reality before committing.

Language & tests
Two language tracks: English-taught programs need proof of English; Italian-taught programs need proof of Italian (and most Bachelors are still Italian-medium outside a handful of English-taught tracks in Milan, Bologna, Turin, Rome and a few others).
University admission IELTS cutoff (the binding number)

This is the university's own admission bar, not a national law, it is program-set and varies by institution and department. As worked examples: Politecnico di Milano asks IELTS 6.0 overall for English-taught Bachelor's and 6.5 overall for English-taught Masters; Sapienza asks IELTS 6.0 overall for undergraduate and 6.5 for postgraduate programs (some departments set higher per-component floors, especially Writing). Always confirm the exact overall AND per-module figures on the specific program's own page, do not assume the same number applies across universities or departments.

There is no single centralised clearing house for all Italian universities, each university runs its own international-admissions portal, but every non-EU applicant needing a visa must also complete the mandatory Universitaly pre-enrolment in parallel.

For the 2026/2027 academic year, the MUR circular sets 30 November 2026 as the national deadline for visa applications for degree/Masters programs (30 October 2027 for the 2027/2028 cycle). Universities' own Universitaly pre-enrolment and admission deadlines are typically much earlier, some close as early as July, September 2026, so treat 30 November as a hard backstop, not a target date.

Indian students apply for a national (category D) study visa via VFS Global, for the Italian mission (New Delhi, Mumbai, Kolkata, Chennai, Bengaluru or others per VFS jurisdiction) covering their home state. The visa is issued for entry; it is converted into a residence permit (permesso di soggiorno) after arrival.

Italy's headline advantage is ISEE-based tuition: public universities scale fees to family income, so many Indian students pay very little. Layer in DSU regional scholarships (need + merit based) and the picture gets even better, but the visa file still needs firm proof of funds for living costs.

International (non-EU-resident) students use the ISEE Parificato/'ISEE for university right-to-study' route, calculated by an authorised CAF (fiscal assistance centre) from family income/assets declared abroad. Low-income families can fall into a 'no tax area' band (roughly ISEE €23,000, €27,000 or below at several universities, exact threshold set per institution). Some universities (e.g. Politecnico di Milano) instead assess students whose income/assets are entirely abroad against a country-of-origin income-classification band rather than a literal ISEE figure, check whether the target university uses ISEE Parificato or a country-band method before assuming either applies.
Regional tax + stamp duty

This is an administrative fee, not tuition, every enrolled student pays it regardless of ISEE band (reductions/exemptions exist for scholarship holders and some other categories, set per region).
DSU regional scholarship (borsa di studio)

Run by each region's DSU/right-to-study agency using the ISEE for university right-to-study plus a minimum-credits merit bar (relaxed for first-year students). Both Italian and international students are eligible. Application windows commonly open July, August and close September, October, well before many students have even arrived, so start the ISEE process in parallel with the visa file.
Health insurance (SSN voluntary)
Mandatory€700/year flat rate (2026)
Legally mandatory to hold either SSN voluntary registration or an equivalent private policy, no residence permit without one. The €700 flat student rate applies only if the student has no income beyond scholarships/subsidies from Italian public bodies; it rises to €2,000/year if claiming dependants. This replaced a €149/year rate effective 1 January 2024, a roughly 4.7x increase, so do not quote the pre-2024 figure.

ConditionalBook an appointment with an authorised CAF (Centro di Assistenza Fiscale) to certify family income/assets held abroad into an Italian-recognised ISEE figure. This single document unlocks both the university's own income-scaled tuition band and eligibility for the regional DSU scholarship, treat it as almost as important as the visa file, and start gathering the underlying financial documents (translated, legalised by the Italian mission) months ahead.
DSU scholarship windows commonly close September, October, an ISEE finished after that date can miss the scholarship cycle entirely, even if tuition-band relief still applies later.Choose SSN voluntary registration or private insurance
MandatorySSN voluntary registration (€700/year flat, students-without-other-income rate) gives full access to Italy's public healthcare system and a chosen family doctor, but must be paid for the full calendar year (no pro-rating) and only activates once registered in person at the local AUSL. Private insurance can be cheaper (roughly €135 to 600/year) and is accepted for the residence permit, but typically requires the student to pay upfront and later claim reimbursement, with no access to a public GP, a real risk if hospitalisation is needed. Either is legally sufficient for the permit; the trade-off is cash-flow risk versus SSN's flat annual cost.
The required amount is revised periodically by the MUR entry circolare and has jumped significantly for 2026/2027 versus recent years. Always pull the current figure from the embassy page or circolare before a student funds their account, rather than reusing a number from a prior intake.

MandatoryCollect the yellow postal kit (kit giallo) from any post office, or get help completing it for free at an authorised municipality/patronage office. It contains two forms plus a payment slip. Submit the completed kit at a Sportello Amico post-office counter with your passport, visa, photocopies of the passport/visa pages, and the payment receipt. You'll receive a receipt with a tracking user ID/password and, later, a letter with your Questura (Ufficio Immigrazione) appointment date for biometrics.

Check the university's or region's student transport discount, many university cities and regions offer discounted or free public-transport passes for students (schemes vary widely by region/city; some are age- or ISEE-linked), which is often the cheapest way to get around. Get a local SIM. For rented housing, expect a deposit (cauzione) of up to 3 months' rent (legally capped), and insist on a registered lease (contratto di locazione per studenti universitari), an unregistered lease has limited legal protection and complicates the permesso paperwork.
Ask the university's international office about the specific regional transport discount before buying a standard pass, student rates can be substantially cheaper.
Unlike a soft registration deadline, Italy's residence-permit application window is strict and counted in working days from the date of entry, not from when the student settles in or starts classes. Confirm the nearest Sportello Amico post office and the kit-giallo process before arrival so no time is lost finding out how it works.
Nearly every later step, lease registration, bank account, SSN, enrolment, asks for the codice fiscale first. Confirm whether Universitaly already generated one before applying separately at the Agenzia delle Entrate.

OptionalOnce studies are complete, register a declaration of immediate availability for work at the local Employment Centre (Centro per l'Impiego) and apply to convert the student permesso into the 9 to 12 month job-search residence permit before the current student permesso lapses. Once converted, the 20-hrs/week cap lifts, full-time work, starting a business, or signing a contract are all allowed while searching.

Common mistakes applying to Italy
The Italy route fails in predictable places. These are the ones that cost applicants an intake.
- Treating Universitaly pre-enrolment as optional or a formality. Without it, the visa cannot be applied for and enrolment cannot be finalised, start it the moment admission is likely, not after it's confirmed.
- Confusing the Dichiarazione di Valore and the CIMEA Statement of Comparability, or assuming every university accepts CIMEA. Confirm which the specific target university requires before the student pays for either.
- Quoting a stale proof-of-funds figure. It has moved sharply upward for the 2026/2027 cycle (to €10,179.85/year), never carry forward a number from an older intake.
- Missing the 8-WORKING-DAY permesso di soggiorno deadline. This is the single most common, costly Italy-specific mistake, it is counted in working days from arrival, not from settling in, and is stricter than it sounds.
- Assuming ISEE works the same for international students as for Italian residents. International students need the ISEE Parificato / ISEE for university right-to-study via an authorised CAF, using foreign-held income/assets, not the standard domestic ISEE.
- Missing the DSU scholarship window. Regional right-to-study scholarship applications often close September, October, sometimes before the student has even landed, start the ISEE process in parallel with the visa file, not after arrival.
- Treating SSN and private insurance as interchangeable without discussing the trade-off: SSN is a flat €700/year with full public-system access; private insurance can be cheaper but usually means paying upfront and claiming reimbursement, with no guaranteed GP access.
- Assuming a codice fiscale must be obtained separately at the Agenzia delle Entrate, it is often already generated during Universitaly pre-enrolment; check before duplicating effort.
- For Medicine/Dentistry/Vet aspirants, forgetting that NEET is still required by Indian regulations to practise in India later, even though it is not needed for IMAT or Italian admission.
- Underestimating housing bureaucracy, an unregistered lease has weak legal standing and can complicate the permesso di soggiorno paperwork; insist on the registered student rental contract.
- Booking a trip home (e.g. for a festival or family event) on the strength of the kit-giallo postal receipt alone before the actual permesso card arrives. The receipt is not a travel document for Schengen transit, and re-entry must be through the same border crossing, a student can genuinely get stuck if they fly a routing that touches another Schengen country.
