After You Land in Italy: First-Weeks Checklist
After you land
Italy front-loads one hard deadline: request the permesso di soggiorno within 8 WORKING DAYS of arrival via the yellow postal kit (kit giallo) at a Sportello Amico post office. Everything else, codice fiscale, bank account, health registration, enrolment, flows around that.
Get the kit giallo and file for the permesso di soggiorno within 8 working days
MandatoryCollect the yellow postal kit (kit giallo) from any post office, or get help completing it for free at an authorised municipality/patronage office. It contains two forms plus a payment slip. Submit the completed kit at a Sportello Amico post-office counter with your passport, visa, photocopies of the passport/visa pages, and the payment receipt. You'll receive a receipt with a tracking user ID/password and, later, a letter with your Questura (Ufficio Immigrazione) appointment date for biometrics.
When: Within 8 working days of entering ItalyCost: Postal/administrative fees + stamp duty (paid via the kit's payment slip to the Ministry of Economy account)You get: A tracked application, followed by a Questura appointment for biometrics and permit collection. This deadline is strict and counted in WORKING days, not calendar days, missing it risks an irregular-stay problem. Do not treat it as a soft target.Attend the Questura appointment and wait for the card to be printed
MandatoryThe post office books the Questura (Ufficio Immigrazione) appointment for fingerprints and photographs, typically within about 15 days of the kit submission. After that appointment, the electronic permesso card itself is usually printed and issued within roughly 45 days end-to-end, though it can take up to 60 to 90 days at busier Questure, there is no guaranteed date, so don't book onward travel or job/internship starts assuming a specific issue date.
When: Questura appointment ~15 days after kit submission; card issuance target ~45 days, sometimes longerYou get: The physical electronic permesso di soggiorno card, valid for the length of the course (subject to renewal). The kit-giallo postal receipt functions as a provisional stay document but is NOT a travel document: it does not permit transit through other Schengen countries, and exit/re-entry to Italy must happen through the same border crossing. Don't plan an international trip (including a trip home) on the receipt alone before the actual card is issued.Get the codice fiscale (tax code)
MandatoryThe codice fiscale is needed for nearly everything: registering a lease, opening a bank account, enrolling, and SSN registration. It is often generated automatically during the Universitaly pre-enrolment/visa process; if not, apply in person at any Agenzia delle Entrate office with your passport, visa, and (for stays over 90 days) after the permesso application is underway.
You get: A codice fiscale, required for almost every subsequent bureaucratic step.Register for SSN or activate private health insurance
MandatoryWith the codice fiscale and permesso application receipt, register for SSN voluntary coverage in person at the local AUSL office and choose a general practitioner (payment alone does not activate cover), or confirm the private policy is active. This is mandatory for the residence permit itself.
Cost: €700/year (SSN, student flat rate) or private policy premiumOpen a bank account and finalise enrolment
RecommendedWith the codice fiscale (and, once available, proof of address), open an Italian bank account. Complete in-person enrolment (immatricolazione) at the university, presenting the admission letter, passport/visa, and health insurance proof; pay any outstanding regional tax/stamp duty.
You get: A local bank account and confirmed student status/ID.Sort transport, SIM, and housing paperwork
Check the university's or region's student transport discount, many university cities and regions offer discounted or free public-transport passes for students (schemes vary widely by region/city; some are age- or ISEE-linked), which is often the cheapest way to get around. Get a local SIM. For rented housing, expect a deposit (cauzione) of up to 3 months' rent (legally capped), and insist on a registered lease (contratto di locazione per studenti universitari), an unregistered lease has limited legal protection and complicates the permesso paperwork.
Ask the university's international office about the specific regional transport discount before buying a standard pass, student rates can be substantially cheaper.
Unlike a soft registration deadline, Italy's residence-permit application window is strict and counted in working days from the date of entry, not from when the student settles in or starts classes. Confirm the nearest Sportello Amico post office and the kit-giallo process before arrival so no time is lost finding out how it works.
Nearly every later step, lease registration, bank account, SSN, enrolment, asks for the codice fiscale first. Confirm whether Universitaly already generated one before applying separately at the Agenzia delle Entrate.
