Language Tests for Canada: IELTS, TOEFL and Alternatives

Canada has two separate language-test questions that must not be conflated: which test the UNIVERSITY accepts for admission, and which test IRCC/the visa officer will credit if language proficiency becomes relevant to the study-permit or PGWP decision. The tests accepted, and the level required, differ by purpose.
University admission, English tests
IELTS Academic, PTE Academic, TOEFL iBT, CELPIP, Duolingo (varies by school)
There is no single national list, each institution decides which tests it accepts and its minimum score. Confirm on the specific program page.
University admission IELTS cutoff (the binding number)

This university-set band, not the PGWP designated-test floor below, is what actually earns an offer. Competitive programs and professional schools (medicine, law, top-ranked business/engineering) commonly require 6.5 to 7.0 or higher with a stricter per-module floor. Set by each institution/program, not by IRCC, always confirm the exact figure on the specific program page.
Study permit, English/French proof
Not a blanket IRCC requirement for the standard stream
IRCC does not set a universal language-test floor for the standard study-permit application (the old Student Direct Stream's language expectations no longer apply since SDS ended 8 Nov 2024). A visa officer may still question weak language ability as part of assessing whether the applicant will pursue their studies, so a strong, university-accepted test result still strengthens the file.
PGWP, designated tests only
IELTS General Training, CELPIP-General, PTE Core (English); TEF/TCF Canada (French)
For PGWP applications, only IRCC's designated tests count, university-accepted tests like TOEFL, PTE Academic, or Duolingo are NOT on IRCC's designated list for this purpose. Minimum CLB 7 (university bachelor's/masters/PhD) or CLB 5 (college/other DLI programs), in all four skills.
GRE/GMAT
Required by some Masters/MBA programs only
Not a national requirement; check the specific program.
- Book the admission test early, Canadian program deadlines cluster and seats fill up near intake.
- For a PGWP-bound student, budget one additional designated-test sitting (IELTS General Training, CELPIP, or PTE Core) close to graduation if the admission test wasn't already one of these.
- CLB (Canadian Language Benchmark) is the common currency IRCC uses to compare test results, learn to read the conversion tables rather than quoting raw scores across programs.
A student can be validly admitted on PTE Academic, TOEFL, or Duolingo and still fail the PGWP language test requirement later, because IRCC only designates IELTS General Training, CELPIP-General, and PTE Core (English) for PGWP purposes. Advise students to plan for a designated test before graduation, don't assume the admission test carries them through to the work permit.
