Norway University Admissions: Requirements and Intakes

Norwegian admissions run on two parallel tracks: whether the student's prior education meets the Higher Education Entrance Qualification (GSU), and whether the specific programme (Bachelor's or Master's) accepts the student's degree and grades. For Indian applicants, both need active verification, assumptions cost admits.
Entrance qualification (GSU)

HK-dir's GSU-list states exactly what schooling + higher-education years are required from each country, and the exact figure for India must be read off the live, country-specific GSU-list entry (the underlying page is a dropdown/database, not a single static figure we can cite here), do not carry forward a remembered number. As a general pattern, HK-dir states that for many non-Nordic countries 12 years of schooling alone is NOT sufficient and some recognised higher education on top is also required, so always verify India's specific entry before assuming a Class 12 certificate alone qualifies.
English test for Indian applicants

The undergraduate degree must include coursework equivalent to at least 1.5 years of full-time study relevant to the Masters programme applied for.

Recognition of foreign higher education moved from NOKUT to HK-dir on 1 January 2023, use HK-dir's own portal, not old 'NOKUT' references, though 'NOKUT' remains the commonly used shorthand.
Confirm GSU eligibility for India before shortlisting
MandatoryBefore spending time on programme research, look up HK-dir's live GSU-list entry for India (a country-specific database lookup, not a fixed published figure) to confirm exactly what combination of 12th-standard schooling and post-12th higher-education years qualifies for admission to Norwegian higher education. Third-party study-abroad sites often state a specific number of required higher-education years for India, treat those as leads only and verify the live HK-dir entry directly, since it is the only primary source. This is the single most common silent blocker, a student who is otherwise a strong fit can be ruled ineligible purely on entrance-qualification grounds if this isn't checked first.
Shortlist by teaching language and programme, not just ranking
RecommendedUse the Study in Norway programme database to filter by degree level, subject, and teaching language. Most Bachelor's programmes are taught in Norwegian; most programmes genuinely open to Indian students without Norwegian are Masters taught in English. For each shortlisted programme record: entry requirement, minimum grade/GPA equivalence, required English test and score, application deadline, and application route (Samordna opptak for many Bachelor's; direct/joint application for many Masters).
Get the foreign-education recognition sorted if the programme or a later job needs it
ConditionalUniversities assess Indian degrees for admission themselves, but if the student's field is a regulated profession (e.g. engineering registration, healthcare) or the university specifically asks for it, apply to HK-dir for a general recognition decision confirming Norwegian-equivalent level (Bachelor's/Master's/PhD). Processing takes time, so don't leave it to the last month before a deadline.
A Masters taught fully in English gets a student through the degree, but most part-time jobs, some university admin, and almost all skilled Norwegian workplaces after graduation expect at least conversational Norwegian. Counsel students to start Norwegian early even on an English-taught track, it materially improves both the on-campus part-time job search and post-study employability.
Unlike Germany's growing English-Bachelor's landscape, most Norwegian Bachelor's programmes are taught in Norwegian. Indian students aiming for a Bachelor's should expect to need Norwegian language proficiency (documented per the GSU/language rules) or plan for a preparatory year, and should treat the small set of English-taught Bachelor's as the exception to actively search for, not assume exists at every university.
